This is a link directory, not software. No primary language and no license show up in the repo metadata, which fits: there is no codebase to license, just a maintained document with around 36,300 stars, a number that says the document is doing its job for a lot of people.

Entries sit in a table with a serial number, a project name, and a link. Browsing is the whole interaction model, and it works because the scope is bounded: artificial intelligence, machine learning, deep learning, computer vision, and natural language processing, nothing else creeping in at the edges.

Learning plans, resource roundups, course notes, and worked project sets, in roughly that mix throughout.

The README states that all links are tested and working, and asks contributors to send a ping if a link stops working. Combined with the continuously updated claim and open pull requests, that is the maintenance bargain these lists offer: freshness in exchange for community eyes on every row.

For a student assembling a study path, or a practitioner collecting reference implementations, the table saves the rediscovery tax. It will not teach anyone anything by itself, but as an index of things worth opening, and one that claims to keep its links alive, it holds up well enough.
